Given that you said my problem is one of denied access, I decided to try installing from the cmd prommpt having opened cmd by right clicking and specifically telling it to "run as administrator" even though I was in the admin account.

Nevertheless, the problem persists: right at the end of the instalation on reboot it decides the update's failed and rolls it all back, with the cbs. Even though I'm in an Admin acct, it seems odd that I'm denied access to cbs. I wonder if this gives a clue to why the error code - access denied - pops up.

I've right-clicked the installer file looked at the permissions and full control is allowed to the admin account I'm in. Does any of this give you any further ideas for things I might try?
